Cab Exchange is the work exchange, not the passenger booking operator. The operator remains responsible for its passenger booking and its own driver onboarding, licensing and compliance checks. Driver documents are made available in one place to support those checks, and Cab Exchange recommends a video call before first allocating work to a new driver.

When another operator is selected, Cab Exchange records it as operator-to-operator cover rather than a direct driver allocation, keeping the two workflows distinct.
